Last Monday evening’s swearing-in ceremony revealed that some dysfunctions will never go away, such as the inability to get all council members together to pose for a group photo, and the prediction from District 1’s Billy Jackson to expect “more of the same.”? So according to this article, Billy is the dysfunctional one? That's how I read it. Billy refused to be in the picture just like refusing any progress in Decatur.

All in all, this is a positive article about our new mayor & council.
