hasn't the city been spending MILLIONS on 2nd avenue to "revitalize" it?
His comments make no sense. With the downtown arts development and all the upgrades he's better off where he is.

College students don't have any money. I'm all for the Arts Center and revitalizing downtown but businesses need to realize that college students don't have any money.
This is an excuse. It won't reopen anywhere. Penn is the guy that thought people were out to get him because he ran for mayor or council.
