I believe that the regulations for boards of education state that the superintendent sets the agenda for board meetings, not the chairperson. The role of the chairperson is to run the meeting (follow the agenda, conduct votes, entertain motions from members, etc.).
I suspect you will find that the superintendent sets the agenda for the first meeting, because until then, there is no "selected" president! All that changes after the first meeting. Time will tell....
