If he ran a red light, and if that is not disputed and someone died as a result of these actions...why was this case not sent to a grand jury for possible criminal charges?

An accident is an accident, and running a red light is a traffic offense. People who run red lights and kill other people are murderers.

300,000 is chump change , after her lawyers take a bite she will be lucky to keep 100.000
