Why can't people bring their own booze if they are renting the facilities?

If it was privately owned and still commercial, I'm not sure you can bring your own booze in there then. The venue would still have to be licensed to serve and would still be liable for you bringing in your booze. You can do it then.

Some restaurants will for example allow you to bring in bottles of wine for special events. They typically charge a "corkage fee" of about $15/bottle to serve it to you.
we have way to many laws when it comes to alcohol... heck we have way to many laws period.
