Although I think the idea is good in theory, this will be just another thing meant for good to be abused by the "police" to stop and harrass innocent unsuspecting motorist. The wording of the law is toooooooo ambiguois!!!!!
Okay to text while stopped at a light? What a joke, how can we keep traffic moving, and avoid road rage fights as the texters sit there on green?

get the phone companies to actually give a damn about people instead of just making money. All phones have GPS now, make the phone inoperable when the phone is in motion, that will stop all calls, texting, and everything else.
impossible to prove or enforce, how are they supposed to tell if you are texting or just dialing a number?

New studies have shown that texting ordinances have actually increased accidents because people try to hide the fact they are texting by lowering the phone to keep from being detected which takes their eyes even further off the road.
Caught texting 1st offence 3 days CORNDOGS, 2nd offence 1 week of CORNDOGS, 3rd offence texting thumb removed by dull hatchet.
When the police officer sees you using your cell phone while driving, he/she will put down their cell phone and enter your tag number into the wireless device (computer) mounted in their patrol car, all the while driving down the road behind you. That's how they do it now. They're either typing or talking whenever I see them! (Unless they're writing a ticket in the speed trap -- er -- 'construction zone' on teh Beltline.) Watch! The ordinance will exempt them!
We need a new City Government!!
First of all, this is too little, too late . . . I've watched as people texting or on the phone as they blatantly drive through a red-light in Decatur many, many times. Pass an ordinance that means something . . . hands-free cell phone usage only, texting absolutely forbidden and enforce it.
"It also exempts law-enforcement officers and emergency responders engaged in official duties. " . . . . . . well isn't that convenient.
